Paraguay

Paraguay

Abundant hydro. The hard part is turning it into a bankable site.

Paraguay already has a utility framework for intensive data-processing loads, and ANDE is actively positioning the system for data centers and AI. At higher voltages, however, customers may need dedicated lines and substations, while the 2026 reset of special convergent-industry rules makes commercial durability part of the diligence.

Critical sequence

  1. 1Define ANDE supply and tariff category
  2. 2Select site and voltage level
  3. 3Secure commercial power terms
  4. 4Build dedicated substation and line where required
  5. 5Complete permits and investment approvals
  6. 6Secure fiber and telecom path
  7. 7Construct facility
  8. 8Energize

Binding constraint

A large compute load needs durable ANDE commercial terms plus site-specific high-voltage delivery infrastructure; abundant hydro alone does not create a ready hyperscale site.

Slowest dependency

High-voltage delivery infrastructure and durable commercial terms for the specific load.

Where the clocks do not align

Paraguay has abundant renewable generation and an established intensive-load framework, but at higher voltages the customer may need dedicated transmission and substation assets. The 2026 policy reset also makes tariff and contract durability part of the operating clock.

Operating thesis

A hydro-rich compute geography with a real commercial pathway, but one that still depends on high-voltage delivery, durable tariff terms, fiber, and site execution.

Why it matters

Paraguay is a useful antidote to stranded-energy shorthand: available generation only matters if the grid, tariff, and site can carry the load.
